Your Beat Manager

My name is Johnny Haynes, I am your Neighbourhood beat manager for Launceston Town, my aim is to meet as many of  you as I can during my duty times and be available to assist with neighbourhood issues. If it is a police matter I will do my best together with my colleagues to resolve your issues or if it is one which requires a multi agency approach I will point you in the right direction.

Launceston is a safe place to live and with your help we can all make it safer and a better place to live.

Lawrence Hambrook

My name is Lawrence Hambrook I am a PCSO for Launceston Town. My role is to conduct high visibility patrols to provide reassurance to the public and to integrate into the Community. I have responsibility for Ridgegrove Estate issues but also cover the rest of the Town. I am on a number of committees one of them being the Launceston Road Safety Partnership, its main aim is to provide a forum for the public to discuss road safety issues with the relevant Authorities which lead to long term solutions for issues raised.

 

My hobbies are building and riding motor cycles.

I also love carp fishing, swimming and collecting pocket watches.

I hope to see you out and about, come and say hello.

My name is Laura Smith and I am a PCSO for Launceston Town.

This is my first job within the Police Force, having previously worked in retail. My area of responsibility is the Stourscombe Vale estate, along with the Town centre.

If you see me on my patrols, please feel free to stop me and have a chat,

Officers stationed at Launceston are Norman Cowling, Brian Davison, Vicki Parkinson and Norman Powell.

Between them they have a wealth of experience and will endeavour to assist at the time, however if they are unable to they will ensure the appropriate assistance is given to you.

Our top priorities for your neighbourhood are as follows:

Anti social behaviour at a residential address in Chings Court Launceston

You Said: 12 Jul 2010

Residents of a particular address within Chings Court Launceston are the catalyst for anti social behaviour in Southgate street.

Those responsible goad members of the public from first floor windows and continue when out in the street.

So far we have:

  1. Community engagement to assess the specific impact the behaviour is having on residents and buisnesses
  2. Liaise with landlord of the premises to make them aware of issues with their tennants
  3. Engagement with the occupiers to ensure that they are aware that their behaviour will not be tolerated
  4. Full use of Anti social behaviour legislation to ensure that behaviour of tennants becomes acceptable
  5. A 14yr old Launceston youth has been dealt with through the courts for Anti social behaviour. The youth is now also subject of the escalation process towards ASBO. in the mean time many agencies are attempting to support the individual and divert him away from further anti social behaviour
  6. The are has been designated a RED ZONE which focuses officers attention to the location.
  7. An individual responsible has now escalated up the ASBO process and is in receipt of an acceptable behaviour contract which highlights behaviours and actions which are unacceptable. When evidence of breaches are observed and collated a full ASBO application will be considered
  8. The individual concerned has been convicted at court with various sanctions applied. Intervention services are engaging with the individual and behaviour patterns are noticeably improving.]
  9. Public consulation in local area, incidents of anti-social behaviour emanating from this address have significantly reduced, and this is no longer deemed to be a priority.
  10. A sustained effort by members of Launceston Local Policing Team in collating evidence and preparing case files has now resulted in Aaron MAY recieving a full ASBO on 5th december 2011 until 4th December 2013.
  11. Conditions include Not to possess, consume or be under the influence of  alcohol in a public place. Full details and conditions of the ASBO hsave been publicised within appropriate reas of the town and in the local press.

    About Your Neighbourhood

     Dating back to Celtic times the whole of Launceston is steeped in history and is dominated by its Castle. Originally known as Dunheved, the castle was an impressive and strategically important building that controlled the river crossing in and out of Cornwall.

    Launceston, the ancient capital of and acknowledged gateway to Cornwall sits astride the A30 one mile from the Devon/Cornwall border, in an area of considerable beauty and charm. It is a busy market town with numerous shops and businesses located in and around the only walled town in Cornwall.

    The Towns current population is in the region of 7000 with outline planning permissions for some 200 new homes. Launceston now supports four large residential estates offering a diverse community.

    The Town centre has recently seen a change with the Square being pedestrianized. This has sparked many debates within the Town with strong opinions for and against.

    Launceston Neighbourhood Team enjoys strong links with local strategic partners and works closely with Launceston Pubwatch, Launceston Road Safety Partnership and Launceston Play Strategy.

    Launceston police are currently working with the Forum and the Chamber of Commerce to have the Town covered by CCTV. We are lucky enough to boast good crime figures although we suffer locally with a high perception of crime, which we hope CCTV will reduce.
