Your Beat Manager

Devonport has a Neighbourhood Team Leader: Sgt Sid Siddall, two Neighbourhood Beat Managers (NBM): PC Cher Dunbar and PC Simon Lemon and five Police Community Support Officers (PCSOs): Tracie Robinson, Martin Critchlow, Mark Whiddon, Clare Worcester and Andrew Ferguson.  

 

Your neighbourhood team is based in the community at Marlborough Street Police Station and has a great deal of experience in neighbourhood policing.

The team works with the local council and other partners to bring about a safer community and make and maintain contact with residents and local groups to improve relations between the police and the community.

We provide a presence so that you are able to identify with our local officers and we put structures in place which enable your community to feel confident about being able to report crime and other incidents.

Parking Issues

You Said: 19 Jan 2012

Vehicles parking on double yellow lines, taxi's and delivery drivers parked along Marlborough Street, vehicles causing obstructions on Gun Lane, parking issues in the area on Plymouth Albion match days and illegal parking on Kings Road and Devonport Hill when car boot sales take place.

So far we have:

The neighbourhood team are liaising with the civil enforcement team from Plymouth City Council and they will be instructed to issues fixed penalty tickets for vehicles parked illegally. Current traffic regulation orders are currently being looked at and the neighbourhood team will be liaising with PC Ian Tanner the road safety officer.

Traffic Light Sequence And Design Of Junction At Fore Street And Chapel Street

You Said: 19 Jan 2012

Residents reported that the new traffic lights and layout of the junction are causing long tail backs with the result that people can’t get out of Granby Way onto Park Avenue.

The neighbourhood team will be liaising with AMEY who are responsible for maintenance of the roads on behalf of Plymouth City Council and PC Ian Tanner the road safety officer with a view to changing the sequence of the traffic lights.

Street Drinking And Related Anti-Social Behaviour

You Said: 21 Jul 2011

Priority to deal with Anti Social Behaviour within the Devonport Neighbourhood particularly relating to on street drinking in the Marlborough Street area.

Update for January 2012

 

There is now a dispersal zone for the area. This will allow police to disperse groups of 2 or more persons who are causing or are likely to cause anti social behaviour for 24 hours. Anyone breaching either of these orders can be arrested when they are in effect.  Numerous persons have been dispersed during this time and the neighbourhood policing team will continue to enforce this. If you would like to report ongoing incidents of anti-social behaviour including on street drinking please call 101.

 

Police officers and police community support officers (PCSO'S)regularly patrol the area and stop check and engage with drinkers in the area. Street drinkers are having their details taken and moved on from the area. Work is ongoing to obtain a designated public place order (DPPO) in the Devonport Area with Plymouth City Council. This will give police the power to stop anybody drinking in a public place and move them.

Waste Issues And Fly-tipping

You Said: 12 Jul 2010

Partnership working to respond to issues of fly tipping and rubbish removal in the Devonport neighbourhood.

 

This has been confirmed as a current priority at the neighbourhood meeting on Thursday 21st July.

Update for February 2012

Regular visits are still being carried out by Plymouth City Council waste team and there are regular patrols carried out by the neighbourhood policing team.

The local policing team are regularly in contact with Plymouth City Council waste team. Visits are carried out by the council, neighbourhood team and Paul Marten the neighbourhood manager in the Devonport area to identify waste hot spots . Drugs Misuse And Dealing

Update for January 2012

 

11 crimes have been reported during the month for offences of possession of a controlled substance. Of these 11 crimes, 3 arrests have been made, 5 cannabis warnings have been issued and other enquiries are still ongoing.

 

Officers from the neighbourhood team will be carrying out regular patrols in the area and robust stop checks of individuals.

Traffic & highways issues

Concerns raised over various traffic issues including parked vehicles and anti-social driving.

Update for May & June 2011

 

Officers from the neighbourhood team continue to patrol the area on foot and in vehicles. During this time 2 x arrests have been made for driving whilst under the influence of drugs and 1 x arrest has been made for being drunk in charge of a pedal cycle. Enquiries are ongoing in these cases. Fixed penalty notices have also been issued for vehicles causing an obstruction and for vehicles not displaying a valid and in date tax disc. Officers from the neighbourhood team will also be liaising with parking enforcement officers from Plymouth City Council to look at enforcement measures for vehicles parked on yellow lines.

If a vehicle is parked causing an obstruction or is not displaying a valid tax disc then contact the local neighbourhood policing team who will look into this.

Update for March & April 2011

 

On Wednesday 16 April officers from Devon & Cornwall Police and the MOD Police carried out a joint operation utilising automatic number plate recognition camera technology, A.N.P.R. as it is known in the Devonport area. PC'S, PCSO'S and Special Constables carried out checks on vehicles in Ferry Road and Cumberland Road. In addition to this officers were on hand on Ferry Road checking on seat belt and driving whilst using mobile phone offences.

 

A total of 2623 vehicles were scanned by the A.N.P.R. cameras. Of these vehicles 15 vehicles triggered an interest on the A.N.P.R. Camera system.

 

1 x endorsable fixed penalty notice was issued for no insurance, 1 x non endorsable fixed penalty notice was issued for not wearing a seat belt, 1 x vehicle defect form was issued to a driver for a faulty rear light and 18 x drivers were given words of advice.

 

Devon & Cornwall Police and MOD Police will continue to work in partnership to make Devonport a safer place.

 

Update for January & February 2011

 

On Wednesday 16 February a traffic operation was carried out throughout the Devonport area including the use of a speed gun to detect speed along Kings Road. Officers were also based on Ferry Road to deal with various traffic related offences when leaving the Torpoint Ferry. PC'S, PCSO'S and Special Constables from the local neighbourhood team were involved utilising marked and unmarked vehicles. Numerous vehicles were stopped and fixed penalty notices and words of advice were given out throughout the day.

 

Drivers who are seen driving along Marlborough Street in the pedestrian area will now be given warnings not to. Failure to adheed to a warning will result in a fixed penalty notice being issued.

 

1 male was arrested for drinking and driving during January and February in the Devonport area. The male has been charged to appear before the magistrates court in due course. Update for December 2010

 

On Friday 31 December a traffic operation was carried out in Kings Road by members of the local Neighbourhood team including PC'S and PCSO'S using the speed gun. Numerous vehicles were stopped and drivers given words of advice.

 

Update for November 2010

 

On Sat. 26 November a traffic operation was carried out in Kings Road by the Neighbourhood team including members of the Specials, using the speed gun. As a result five FP notices were issued, one driver reported for excess speed and numerous drivers given words of advice.
An operation to enforce the ‘pedestrian zone’ in Marlborough Street is being planned.

The neighbourhood team constantly monitor anti-social behaviour in the Devonport area. This is done in the way of regular foot patrols in the area and engagement with young persons.

Drugs Use and Dealing

You Said: 16 Jun 2010

Action to tackle harm related to the dealing and misuse of controlled drugs in the Devonport Neighbourhood.

 

This is a continuing priority and confirmed recently at the Neighbourhood (PACT) meeting on 19th October.

 

Although this is not a current PACT priority the neighbourhood team will continue to tackle with the dealing and misuse of controlled drugs.

 

 

We Did: 29 Jun 2011

Update for January & February 2011

4 Arrests were made for possession of a class B drug during stop checks. 2 arrests were for possession of amphetamine and 2 arrests were for possession of cannabis. Of the 4 persons arrested, 3 have been charged and enquiries are still ongoing in regards to the 4th person.

In addition to this 2 warnings were also issued on the street for the possession of cannabis.

Update for December 2010

During December 5 arrests have been made following on street stop checks and searches of properties. Offences range from possession of Cannabis and diazepam to production of cannabis and possession with intent to supply of class C tablets. Enquiries are currently ongoing. All of these arrests are not related.

Update for November 2010

In addition to the below closure order there have been three on street stop checks and arrests for possession of diazepam and heroin.

Also two other offences of possession following unrelated arrests, cannabis and valium seized.

There was a further arrest for the possession of crack cocaine following a non drugs related visit to a house.

A three month closure order has been granted on a property in Raglan Road, Devonport by Plymouth Magistrates.
The flat was used for drugs and has been closed after the court ruled it was a magnet for noisy and abusive addicts.
The court found the flat was used for the use or supply of Class A drugs and that led to antisocial behaviour which disturbed neighbours.
Witnesses told the court their lives were being disrupted by a string of visitors at all times of the day and night.
Neighbourhood beat manager PC Simon Lemon said police executed a drugs warrant back in May and discovered heroin, cannabis and drug paraphernalia.
Police and council staff have sealed up the flat.

Update for October 10

Three arrests following proactive stop and searches of persons on the street. Quantities of heroin and cannabis found.

One other person arrested for possession of cannabis following an arrest at their home address.

Update for September 10

The team continues to gain a large amount of intelligence information in the area and plan for future warrants.
     The team executed a warrant in Raglan Road in early September, 5 persons were arrested and quantities of heroin and cash seized.

A further warrant was executed in the Devonport area and quantities of cocaine seized.

There have been 2 arrests for possession of mephedrone and cannabis following stop and searches on the street, and 2 arrests for possession of heroin following a flat search for an unrelated matter.

About Your Neighbourhood

Devonport from the area

Devonport and Mount Wise are situated on the western side of Plymouth and bounded by the River Tamar and Devonport dockyard.

Your neighbourhood is very fortunate in it became the subject of a government-funded regeneration project in 2001.

Under the government’s New Deal for Communities programme, £48.73 million was awarded to the Devonport community and the programme due to continue until 2011.

Demolition of some old housing has taken place and the new building of mixed developments is ongoing, improving the appearance and safety of the community.

The area is mainly residential with a large proportion of council-owned property. There are two shopping centres, Marlborough Street and Cumberland Street. Devonport is also the home of Plymouth Albion rugby club, situated at Brickfields.

Work has recently commenced on the new police station on Fore Street.

Access to Plymouth city centre is good via the A374 and Torpoint Ferries crosses the River Tamar to Devonport providing a busy link to Cornwall.

Working in partnership

As your local neighbourhood police team, we know only too well that tackling crime and anti-social behaviour is not just a job for the police.

Besides relying heavily on the co-operation of the local community, we also work very closely with various partner organisations and individuals in the city.

We have a particularly close working relationship with a wide range of staff from many different departments of Plymouth City Council who are invaluable in terms of helping us make your neighbourhood a safer and better place to be.

For example we rely on the Council’s Anti Social Behaviour Unit for specialist help in securing ASBOs, court injunctions and drug den closures.

We work alongside this unit and local housing officers in any cases where residents may be evicted from their homes.

When it comes to common problems such as graffiti, littering, dog fouling and noisy neighbours, we join forces with the Council’s Environmental Protection Team to deal with offenders.

And in dealing with young people who are either causing trouble in their local communities - or are likely to get drawn into anti social behaviour - we team up with the Youth Offending Service, various other Council youth services and local schools.
