Your Beat Manager

I am PC Rebecca Springbett. I have spent 25 years in uniformed service for Devon & Cornwall Constabulary. After serving my first two years in Launceston, the rest of my service has taken place in Plymouth.

I have previously worked as a response officer on patrol and also worked in the criminal investigation department (CID) but I have spent the past 15 years in community policing.

I became the neighbourhood beat manager for Hartley & Mannamead and Higher Compton in May 2003 and have worked hard to build links with the community and establish what the people of the area require from their neighbourhood policing team.

ASB in Limetree Park

You Said: 7 Jul 2010

After canvassing the local residents and collating the numerous priority capture forms anti-social behaviour in Limetree Park was identified as a local priority.

So far we have:

Local youths have been drinking on the concreted area at the rear of the park causing noise nuisance and other anti social behaviour. The park is now regularly patrolled on foot and names and details of the youths in the park taken. Any alcohol on their person in confiscated or poured away.

ASB In Hartley Park

After canvassing the local residents and collating the numerous priority capture forms anti-social behaviour in hartley was identified as a local priority.

So far we have:

Local youths have been drinking on the concreted area at the rear of the park causing noise nuisance and other anti social behaviour. The park is now regularly patrolled on foot and names and details of the youths in the park taken. Any alcohol on their person in confiscated or poured away.

There was also a report of drug taking in Hartley Part. As a result, in conjunction with Plymouth City Council the area around the hut in Hartley Park has been cleared. the foliage has been cut back and the whole area opened up making it more accessible. This incident appears to be isolated but we are remaining vgilant in the area.

Criminal damage to and theft from vehicles

After canvassing the local residents and collating the numerous priority capture forms criminal damage and theft from vehicles was identified as a local priority.

 

 

So far we have:

High visibility regular patrols are now being made in particular problem areas. There have been letters regarding vehicle security posted in numerous streets in Hartley and Mannamead making the residents aware of the recent problems and to remain vigilant.

    About Your Neighbourhood

    Hartley and Mannamead have a combined population of 7,852 people. It is primarily residential with a handful of retail outlets and licensed premises. It also has a large Morrisons supermarket.

    The area has a substantial residential population of retired people as well as many families within professional occupations.

    Its problems in terms of crime are few and it is generally a safe place to live. The community parks are sometimes the focus for antisocial behaviour by young people.

    The most recent problems have centred on the area of Hartley Vale where more serious issues with young people have come to the fore. There have been substantial gatherings of young people causing concern with noise, litter and minor criminal damage, largely as a result of underage alcohol consumption.

    The neighbourhood policing team consists of myself PC Springbett and PCSO Kirton. Together we are  working in partnership with Plymouth City Council, the targeted policing team, the media and officers from neighbouring beat areas to address this issue.

    This work is ongoing and with your input and the combined response of police and partners we will continue to address your concerns about your neighbourhood as they arise.
