I am PC Amber Skey. I joined Devon and Cornwall Constabulary in March 2006 and started my career as a response officer in Exmouth. In April 2009 I became a member of the PACT Team which assisted in tackling an array of issues affecting communities throughout all of East and Mid Devon. Since September 2010 when I started my current role as Exmouth Town Neighbourhood Beat Manager I have become aware of problems occurring around Exmouth Town Centre and putting solutions in to place. Active Priorities

Our top priorities for your neighbourhood are as follows:

Under Age Drinking Bath Road Area

You Said: 17 Apr 2012

We have received quite a few calls pointing to an increase in under age drinking in the area known as the Bath Road

which runs along the rear of the sea front from the Imperial Hotel

to the Maer.The area in question runs from the Imperial Hotel to the Bath House public house and sometimes  includes Guncliff Gardens.

So far we have:

We are increasing patrols in the area.And will be carrying out regular operations to combat the problem these operations will at times be covert.

We plan to carry out as many operations as possible allowing for Police staffing levels.

ASB Town Centre

You Said: 24 Jun 2011

That there has been a major increase of anti social behaviour in the town centre especially in the strand area. Local restaurants and shops have told us that problems in the area have been "getting out of hand" large groups of youths have been gathering near to the strand bus stop and near to the area of Franklins bar where they have been intimidating members of the public, stealing from shops, fighting and being much more than a general nuisance

So far we have:

We have implemented what is know as a section 30 dispersal order. This gives Police Officers the power to order any persons gathering in groups of two or more (and causing ASB) to disperse from the area for a period of 24 hours. This are is mapped out clearly and any person ordered to do so is given a map their name is added to a Police log if they return and are stopped before the passing of 24 hours they are then arrestable.

This order has had the affect of drastically reducing acts of ASB in the town centre area.

17/11/11

There has been a significant increase in ASB in the area immediately near to Bargain booze in Rolle Street. Youths have been gathering in the bus stop area and have been hassling adults to proxy purchase alcohol and tobacco for them.

If they refuse the youths have been quite assertive and many people have been fearful of standing in the bus stop.

People leaving the cinema also have to encounter problems.

We have made this problem a top priority tasking for all officers this will require officers to check the area when on duty and feedback their results

Continuing patrol centered around The Strand & bargain Booze particulary during a late shift.  Please call 999 or 101 if you need to report an incident

21/01/12

In the light of the proposed new structure in the Strand we have

utilised our architecthtual liason officer to advise on designing out

areas that we think could promote more ASB.

We have consulted local retails outlets and they tell us that the problem has improved but is still prevelant.

We have engaged the services of our Local Policing Support Team

to patrol the area of the Strand especialy.

We have prioritised that area as a target area on our briefing system.

We have been succesful in pursuet of a criminal anti social behaviour order against one of our persistant offenders

a 17 year old in the name of Rory Magrane he has been responsible for a large amount of crime and ASB in the Town centre area.

We will continue high visbility patrols in the town area

and work closely with our partner agencies to stem all Anti Social Behaviour .

We will in the future list the volume of calls and logs recieved relating to ASB in the town area.

Resolved Priorities

Recently resolved priorities for your neighbourhood are as follows:

Marine thefts in the estuary area

You Said: 26 Jun 2011

That there has been a significant increase in marine crime in the area known locally as the gut and on vessels moored in the estuary off shell beach.

We Did: 22 Jan 2012

 

We are instigating a force wide scheme known as boat watch which will enable property marking and registration of items also enable us to give security advice amongst other things.
We are organising an open meeting to which all boat owners are welcome this will be held ,when a firm date is fixed, at the chandlers in the marine area with their assistance .

10/11/11

We have been in contact with Lower Exe Mooring  Authority

LEMA they have instaled CCTV in the Exmouth sailing club area

which can monitor the Shelly beach area of the estuary we are liasing with LEMA with a view to use the CCTV should the need arrise  ie if there is any thefts or other such crimes within that area.

The level of marine crime has dropped significantly.

We are awaiting delivery of promotion products to roll out Boat Watch which we will do so together with adjacent areas.

ASB Sea Scouts Huts Imperial Recreation Ground

You Said: 17 Nov 2011

There has been a burglary and an attempt burglary at the sea scout huts which are situated near to the area known as the gut

on the Imperial recreation ground.

Considerable damage was caused to the huts at the time.

We Did: 30 Dec 2011

We have been in liaison with LEMA the lower Exe mooring authority who have CCTV in the area and we can now monitor the situation.

We will increase our patrol checks of the area.

We have been liasing also with the local counselor Eileen Wrag

who is going to lobby EDDC for funding towards extra security.

30/12/11

The Sea Scouts have installed increased security measures such as external lighting and metal shuttering.

Routine & regular patrol will continue.

Anti-social behaviour - subway leading to Exmouth Train Station

You Said: 14 Sep 2010

Reports have been received to advise us that there is an issue arising around the subway leading to Exmouth train station.  Members of the public have reported groups of youths gathering around the area and intimidating people walking through the subway.  The pavements are being obstructed and they are causing problems for local business.

 

7th January 2011

Since December 2010 problems in this area have escalated and have now spread in to the Strand area of the Town itself resulting in numerous complaints from local businesses and members of the public using the Town  and those living in it.

We Did: 24 Jun 2011

In the first instance, patrols are to be increased and details will be gathered of those involved. Those causing issues will be moved on. Businesses are being contacted to be offered reassurance and advice.  Further action will be followed up with individuals causing concern. 

 

7th January 2011

 

Because of the increasing problem we have decided to warn all those gathering in the subway area that they are committing the offence of obstructing the footpath. Names will be taken of all those persons found .

All Exmouth Officers have been updated with the action they are to take when any groups are encountered.

Since the implementation of this action a considerable list of names has been gathered and because some of those named have also been responsible for an increase in anti social behaviour within the centre of the Town  some eleven "first letters" and two "second letters" in the Anti Social Behaviour process have been issued in the presence of parents/guardians.

The problem has also been listed as a "primary tasking" and this is monitored daily by the Geographical Inspector for Exmouth Police Station Inspector Capey.

Damage to motor vehicles

You said that you were  fed up with damage to wing mirrors on motor vehicle in some of the colonies area.And that a lot of damage had gone unreported.We have reinstanted covert vehicle capture signs.We have contacted the local press and Police Community Messaging.We have tasked our speciality Policing PACT team to carry out covert observation at the most likely commit times.

 

Update 22/09/10

The issue has drastically reduced with fewer reports of damage to vehicles being reported. We will still continue to monitor the situation.

ANTI SOCIAL BEHAVIOUR ROSEBERRY ROAD

Complaints received from residents regarding the anti social behaviour from a specific address.

We have spoken to the community and identified the address and the occupant. We have spoken to the occupant and given a warning regarding his and friends behaviour. We will continue to monitor the situation and respond positively if the problem continues.

There has been an increase in damage to vehicles parked in New North Road with the junction of Lambeth Walk

YOUTH ISSUES STRAND GARDENS

Over the last few months there has been a noticeable increase in the number of young persons congregating within the Strand area late at night over the weekends

Since the increase of patrols by the Neighbourhood Team and Response Officers and the continued implementation of specific operations such as our  OP WYN which were carried out in December 2009 and January,February and April of this year the amounts of drink related anti-social behaviour has dramaticaly decreased.We have also been working in partnership with the community college to reduce the problem.

Criminal Damage - Hamilton Lane Allotments

You Said: 3 Aug 2010

Damage and vandalism has occured within the grounds of Hamilton Lane allotments, causing upset and cost to plot holders.

We Did:

All affected members have been requested to contact police to report incidents of damage.

All properties overlooking the site will be contacted to request greater vigilence and witnesses to previous incidents.

 

Primary tasking request for local units to address the issue via increased patrols.

 

Problem Solving Plan created at neighbourhood office to record previous and future issues and to provide a log of action taken.

 

Security advice provided to chairman of the allotments for progression as appropriate.

 

07/01/11

after meetings between the town neigbourhood team the community safety (for security advice) and the allotments commitee a number of security issues have been suggested and accepted funding has been forthcoming from the commitee and partner agencies and the measures such as the instalation of solar powered security lighting and the planting of anti intruder hedeging will be forthcoming a further meeting will be held later this year between all parties to discuss the outcome

About Your Neighbourhood

Exmouth town has a population of approximately 4776. It consists of both commercial and private properties and the boundary incorporates the towns’ marina and part of the sea-front and Esplanade. The population is very varied. It continues to expand with new developments being built in number of locations. Younger families occupy many of the new houses with older communities being more focused in the established areas of the neighbourhood. Much of the activity, commercial, social and policing is focused in the Strand area due to the concentration of shops and licensed premises.

The Exmouth Town Neighbourhood Team is made up of PC Skey and PCSO’s Capey and Balch. It is one of six Neighbourhood Teams supervised by Sergeant’s Southern and Godfrey. The Neighbourhood Team are based at Exmouth police station, which is the main station for the East & Mid Devon District.

Exmouth Town is a safe place to live with the likelihood of being a victim of crime being well below the national average. In addition the incidents of serious crime are very low indeed. The main problems are spontaneous incidents of vandalism committed by those passing through the area and anti social behaviour. There are also problems with fear of crime, especially during the late evening. Some of this is created by differing views of what is acceptable causing relatively low level behaviour being interpreted as a significant threat.
