Westward Ho! Northam and Appledore - ASB driving and excess speed
Issue identified through Police logs and community engagement whilst on patrol in affected areas as well as resident association meeting. Cars have been meeting at the Pill car park, bideford and moving off to Appledore Quay and car park, then travelling along Golf links Road to Westward Ho! itself. Upon leaving these areas vehicles have been seen to be travelling at speed.

SPEED SURVEY at WESTWARD Ho!/ STREET MEET.
You said, we Did.
On the afternoon of wednesday, the 16th December 2009 at 1500 hrs, a traffic Speed survey was undertaken by members of your local neighbourhood beat team in the 30MPH zone at Buckleigh Road westward Ho! using mobile Speed monitoring equipment. This was following Concerns by local residents with regards to speeding vehicles in the area of, and along Buckleigh Road, Westward Ho!These issues have been raised in priority 1 and results of this survey can be viewed on the LOCAL NEWS SECTION of the website.
SPEED SURVEY ONGOING, CONT:
On the afternoon of Thursday the 28th January 2010, a continued/ongoing Traffic speed survey was undertaken by members of your Local Neighbourhood beat team, in the 30 MPH zone at Churchill Way, Northam.

Priority 2 Westward Ho! Northam and Appledore - ASB early evenings

Westward Ho! Northam and Appledore - ASB early evenings
Patrols are ongiong and have arose around issues in the Lords Meadow/ J.H.T and Churchill way area of Northam and the amusements in the village of Weastward Ho! with some incidents on occasion at the Quay Appledore. The problems has been identified through officer patrols, P.A.C.T surveys and the Storenet radio system. It involves youths in the area drinking whilst underage and being abusive when told they are barred from certain premises.

GRAFFITI REMOVAL / GRAFFITI incidents DEALT WITH.
Since the start of this year in Westward Ho! a graffiti TAG had begun to appear in and around the Village. Following patrols by members of the Police Neighbourhood Beat team, the person responsible was caught in the act during the first week of February 06/02/10, and as a result is being dealt with by an officer in charge of the case.
Following this Graffti members of the Westward Ho! Neighbourhood beat Team spent afternoons removing tags from several properties in the area.Please see the COMMUNITY NEWS SECTION of the website for full report.
WESTWARD HO! ASB Groups Moved On.
On the Saturdays evenings of the 13th February 2010 and the 20th of February 2010, members of the local Neighbourhood beat team patrol the area of westward Ho! between the hours of 2200 hours and 2300 hours. Large groups of youths, during this time were moved on. stoping any possibility of ASB ( Anti -Social behaviour )
Earlier on Saturaday the 13th of February 2010 at 1700 hrs, A large amount of Alcohol was seized from youths who where intending to consume it at Westward Ho!. The alcohol was disposed of and warnings given to several young people.
Youths, Groups moved on Cont:On saturday the 24th April 2010, patrols were undertaken by members of your local Police Neighbourhood beat team in the Village centre Westward Ho! between 1900 hours and mid- night.
A group of a dozen or so youths / Under 18's, had been drinking, so to stop the possibility of ASB taking place the youths were moved on at Approx 2200 hours, being placed on public transport etc.
For two of the youths parents were called so they could be collected.
Following the above incident, also on saturday the 24th April 2010, a male was dealt with / arrested for drunk and disorderly in Westward Ho! and removed from the area. Please see NEWS section.
ACCEPTABLE BEHVIOUR CONTRACT.
In the last week of April 2010 a Acceptable behaviour contract (ABC)was issued in the Westward Ho! area for Anti-social Behavoiur in and around the area of Westward Ho!This was issued with our partners at SAFER NORTH DEVON. Pease see NEWS section for full report.
On the 13th August 2010 owners of vehicles were advised regarding their future Conduct with respect to ASB in the Westward Ho! area.
This was regards to Incidents reported on the 5th august 2010.
Parties have been updated.
Patrols have been undertaken/continued during the evenings of 12th/13th Augaust between 1800 hrs and 2130 hrs.

Priority 3 Hartland / Buckland Brewer / Horns Cross– Speeding

Hartland / Buckland Brewer / Horns Cross– Speeding
Contact with members of the public, Town, Parish Councils, Residents Association and Neighbourhood watch forums have identified problems with speeding vehicles in Hartland, Woolsery and Westward Ho!

Speed monitoring equipment has been used at the various locations. During the manned monitoring few drivers were found to be driving at speeds over prosecution level.
Warnings were given to those that were but none of these were driving at a speed requiring prosecution. Unmanned monitoring equipment has also been deployed which gives a fuller picture of the situation over a week.
This reflected the manned findings showing that the majority of drivers were driving below the prosecution level. In conclusion figures show that the problem is not as bad as complained of. Monitoring will continue in order to deter offences and deal with those that drive too fast and thereby improve road safety.In the coming weeks monitoring and speed surveys will be taking place and the results will be posted on your LOCAL NEWS section.
On Wednesday the 7th and Thursday the 8th April 2010, a Traffic speed survey was undertaken in the 20 MPH zone on the entry to Buckland brewer/Tower Hill area.
The survey took place at three seperate times over the two days. This survey was undertaken by members of your Local Police Neighboyrhood beat team following concerns by residents and area Neighbourhood watch.

SPEED SURVEY AT HORNS CROSS 40MPH 13th MAY 2010.
On Thursday the 13th May 2010 between 0900 hrs and 1100 hrs Approx, a speed survey was undertaken at Horns Cross 40 MPH zone.This followed concerns from residents and other members of the public. Please see news section for full update and results of this survey.

Priority 4 Hartland Rural - Minor Criminal Damage

From contact with members of the public and crime complaints received instances of low level criminal damage have been identified.

Following reports of minor criminal damage in the Hartland area there will be an increase in patrols for the areas of Hartland, Covelly and Woolsery, during the coming months and the spring period. Priority 5 / Hartland Rural - Woolsery - Noisy Youths

Through talking to members of the public and Neighbourhood Watch members it has been identified that youths are causing a problem in the area of the shop and church yard , Woolsery during the evenings on weekends. They congregate drinking, making a lot of noise and leaving litter to the annoyance of residents.
Also during early hours of the weekends, namely Fridays and Saturdays in Hartland Village centre, it has been reported that persons have been acting in a Anti - social manner, making noise,
throwing rubbish around, empty drinks cans etc.

Late turn patrols have continued in the area on during weekends. Although nothing has been witnessed by police patrols youngsters using the area have been spoken to about the problem and the offence of littering has been pointed out. At this time there seems to have been a marked improvement.
The Church council have been approached and the light in the church porch is now left on at night over the weekend. This enables youths using the porch to be seen thereby discouraging bad behaviour in the porch.
WOOLSEY PATROLS:-On Friday the 15th January 2010, 2000 hours to 2100 hours patrols undertaken in the area of the churchyard and porch entrance to church.nothing to report during these times, patrols will be continuing.
News of ongiong Patrols, in the Woolsery area of the grave yard were past to members of the Woolsery Parish council meeting that took place on the 16th March 2010.
CONTINUED WOOLSERY PATROLS.On Friday the 14th may 2010 patrols continued in the area of the Church grave yard, Woolsery Village between 1930 hours and 2130 hours. No incidents to report.
Also on friday the 28th May 2010, early evening patrols at approximately 1930 hours took place, again no incidents to report.
Woolsery continued:-
During the first week of July 2010, it was reported to members of the local Police team that two vehicles had been seen in the area of Woolsery taking part in Anti social behaviour.
Drivers and passengers of these vehicles were seen to be playing loud music, throwing litter, revving car engines and acting in an Anti-social manner in the early hours of the morning.
Contact was made with the Owners / drivers of these vehicles and the Local police team was assured that these incidents would not continue.
All parties have been warned on their future conduct.
During the week Mon 2nd August to Sat 7th August patrols continued between the times of 1900 hrs and 2200 hrs in the areas of Hartland and Woolsery. At this time, no incidents to report.
