Neighbourhood Beat Manager (NBM) for Holsworthy Town

I am PC 4017 Amanda Brown (shown in photo) and I am the Neighbourhood Beat Manager for Holsworthy Town, working alongside PCSO Emma Tomkies.

I joined the Devon and Cornwall Constabulary in 1991 and worked as a Patrol Officer in Plymouth, Bude and Holsworthy before taking on the Beat Manager role for Holsworthy Town in July 2008.

I also have a keen interest in Wildlife and I am the local area Wildlife crime Officer responsible for investigation of  wildlife related crime.

I believe strongly in the importance of working together, both with members of the community and partner agencies, to develop a safer place in which to live and work.

NBM for Holsworthy Rural

I am PC 4936 Andy Moakes (shown in photo). I have been a serving officer since 1997 and for the last three years I have been based at Holsworthy as a patrol officer. I am Devonian by birth, have grown up in North Devon and live locally. As a result I have developed a good local knowledge of the area.  I will be working closely with PCSO Beverley Harvey and PCSO Raquel Rowe to ensure that rural initiatives are maintained and developed further. Police Community Support Officers (PCSO) for Holsworthy Rural

PCSO 30103 Beverley Harvey - PCSO of the year 2009 for Northern Devon Local Policing Area.

Beverley has been a PCSO for Holsworthy Rural since April 2006. Previously she was a Special Constable for over 2 years stationed at Bideford. Beverley provides an excellent service to the community, regularly patrolling, visiting community groups and vulnerable people. She has delivered road safety talks to schools and bikeability training to 10 & 11 year olds along with other road safety initiatives; given crime prevention advice and security talks; been involved in rave prevention work at Cookworthy Moor Plantation and regularly discusses local community priorities with community leaders and residents. Beverley is always happy for people to contact her about issues they may have, which she will try to resolve. She has always lived in this area and knows it well formerly working in the farming industry both in Devon and in various countries accross Europe. 

Beverley has specific responsibility for the Parishes of - Ashwater, Black Torrington, Bradford, Cookbury & Thornbury, Halwill, Sheepwash, Pyworthy, Bridgerule, Hollacombe, Holsworthy Hamlets, Holsworthy beacon, Pancrasweek and Sutcombe.

PCSO 30099 Raquel Rowe

Raquel has been a PCSO for Holsworthy Rural since April 2006. She was also previously a Special Constable stationed in North Cornwall and worked as a Teaching Assistant. Raquel works very closely with the communities she serves, attending local meetings and helping to set up and support Neighbourhood Watch Schemes and other Community Groups.

Raquel has specific responsibility for the Parishes of Broadwoodwidger, Clawton, Luffincott & Tetcott, St Giles on the Heath, Virginstow, Bradworthy, Bulkworthy, Milton Damerel, and East and West Putford.

Police Community Support Officers (PCSO) for Holsworthy Town

I am PCSO 30538 Emma Tomkies and I am the PCSO covering the Holsworthy Town area. I have recently completed my training at Middlemoor, Headquaters in Exeter and have been tutored by previous town PCSO Andrew Elston, starting in Holsworthy on the 7th June 2010. I have always lived in Devon and am looking forward to being a member of the Community in Holsworthy, and getting to know everybody. As the Town PCSO I have been allocated many goals, and areas to address, if there is anything that you feel necessary to bring to my attention, then please do not hesitate to contact me via the station email address, or via the Police Station. Three Special Constables are dedicated to the Holsworthy Neighbourhood Team, working alongside patrol and neighbourhood officers and at local events such as the Ruby Run. For larger events additional Special Constables are drafted in from Torrington, Bideford and Barnstaple.

Paul Webdale is the Station Enquiry Officer - an experienced SEO and Former Police Officer, Paul provides a cheery and helpful presence during the Front Office opening hours of -

Sergeant 4298 Pennie Channing is the Neighbourhood Team Leader (NTL) for Holsworthy Town & Rural.

Sgt Channing has been a serving officer with the Devon and Cornwall Police since 1993 and Sergeant at Holsworthy since 2003.

Active Priorities

Our top priorities for your neighbourhood are as follows:

    Speeding in rural villages

    Residents of many of the rural linear villages have concerns about speeding vehicles, in particular St Giles on the Heath, Milton Damerel, Clawton, Halwill Junction, Highampton, Brandis Corner and Holsworthy Beacon. The safety of all road users is of paramount importance to the neighbourhood policing team.

    You Said, We Did

    Our Community Speedwatch sites are now up and running and a pilot was run in Halwill Junction with 100% compliance. During March 3 vehicles were seized by police for various offences including no insurnace, using red deisel and being parked in a dangerous position. On the 5th an elderly woman was reported for driving without without a licence and driving without due care and attention. On the 15th a female driver was issued with a fixed penaly fine with 3 points after her car was involved in a damage only collision in Holsworthy. On the 16th a male driver was reported for driving without due care and attention following a collision on the A3079 on the 11th March. On the 21st speed monitoring took place at Brandis CornerOn the 31st a fine was issued to a driver who had a registration plate which failed to conform to regulation (after previously being warned and failing to correct it) Our new Special Constable Peter Winston will be working closely with PC Andy Moakes on the Community Speedwatch initiative

    Youth Issues

    To reduce the likelihood of young people becoming involved in crime or being a victim of crime

    You Said, We Did

    Another successful mini police station was held at the Community College on Monday 29th March during the lunch break. The station was run by WPC Mandy Brown assisted by pupils from the school. The Safer Schools Partnership has been drawn up and approved by the principal and Local Policing Area Commander (Superintendent Harris) – this is an agreement between a school or partnership of schools and police to work together in order to keep young people safe, reduce crime and the fear of crime and improve behaviour in schools and their communities. For Holsworthy the nominated officer will be WPC Mandy Brown but all the Neighbourhood Beat Team will all be committed to working regularly at and with the school to achieve this aim. When the new Town PCSO starts in June one of her objectives will be to look at setting up a similar partnership with the Primary Schools

    Parking Obstructions

    Residents in various streets in Holsworthy including Glebelands, Bodmin Street and Great Oak Meadow have reported that vehicles are regularly parking inconsiderately causing obstructions to pedestrians and other road users including emergency vehicles

    The Town MBN WPC Amanda Brown is liaising with Highways, Torridge District Counci and the Devon Fire and Rescue Service to develop a partnership approach to identified problems.

    Recently resolved priorities for your neighbourhood are as follows:

    Littering & Fly Tipping

    You Said: 7 Apr 2010

    It was identified that certain areas of the town were littered extensively and that some fly tipping had taken place on the outskirts of the town.

    Following partnership action in Holsworthy and some of the rural villages there has been a reported decrease in littering of cans and bottles especially in the Town. There will be a litter pick event in the Town on the afternoon of Saturday 17th April

    Damage to property in Holsworthy Town

    You Said: 28 Nov 2009

    During the end of November and beginning of December 2009 there was in increase in reports of criminal damage to residents property in the town. Six youths were identified as being responsible for the bulk of the damage and were dealt with by various methods including, formal interview, restorative justice, compensation, reported to court for summons and anti-social behaviour letters. During January there were only two incidences of damage in the town in previously unaffected areas.

    Youth disorder

    You Said: 28 Jul 2009

    2009 has seen a marked reduction in youth disorder in Holsworthy town in 2009 - in particular in August there were no incidents reported to Police.

    Prevention of raves on Forestry Commision land and elsewhere

    You Said: 14 Mar 2009

    In 2009 there were no raves on the Forestry Commission land at Cookworthy. After a rave in 2008 anti-social behaviour letters were sent to the registered keeper of all the vehicles that attended and details were also included on a database of potential rave goers. In April 2009, on the anniversary of last year's rave, extra resources were brought in, including vehicles equipped with Automatic Number Plate Recognition, to stop and check suspicious vehicles. As a result 2 people were dealt with for possession of cannabis, one driver reported for no vehicle tax and no rave took place.

    About Your Neighbourhood

    Holsworthy is one of three Police Stations making up the Torridge Sector of Northern Devon. The town is a thriving Market town positioned close to the border of Cornwall. As with most rural towns it is rapidly expanding and has a population now in excess of 2000.

    The rural beat of 26 Parishes covers approximately 350 square miles from Bradworthy to St-Giles on the Heath, Bridgerule to Ashwater.

    The Holsworthy area is one of the safest places to live in the country with the liklihood of being a victim of crime being below the national average. It is on the whole a peaceful place to live with very little serious crime.

    Despite this the Neighbourhood Beat Team recognises that there are issues of concern for the community and we strive to work in partnership with other agencies and the commmunity to tackle them.

    The shared concerns of most of the rural parishes are speeding vehicles and the theft of farm and shed based equipment and plant. There are also some small pockets of anti-social behaviour, often as a result of the isolated locations of some of the larger villages. In the town the main areas of concern are regarding nuisance and dangerous driving and recently some minor damage to property. All of these concerns are being addressed by the Neighbourhood Beat Team in partnership with Parish Councils, Holsworthy Town Council and the other agencies and organisations responsible for this area.

    Holsworthy Police staffing levels are a Sergeant (Neighbourhood Team Leader) 2 Neighbourhood Beat Managers, 4 Patrol Officers, 3 Police Community Support Officers, 2 Special Constables and a part-time Station Enquiry Officer.
