Welcome to the Paignton & Brixham pages of the Devon & Cornwall Constabulary Neighbourhood Policing Website.

Firstly to introduce myself, I am Police Inspector Melvin Broad and I am the Sector Inspector for the towns of Paignton & Brixham. I have served over 30 years with the Constabulary and I have had the experience of working in a variety of departments and locations across both Devon and Cornwall including the Police Headquarters at Middlemoor, Exeter.

My wife and I have lived in Torbay since 1987, raising our two children here. Our children were educated in local schools and South Devon College before they moved away to attend University.

The Paignton and Brixham Neighbourhood Team

Sergeant Gaynor Bell  is the Neighbourhood Team Leader (NTL) for Paignton and Sergeant Dave Casley is the NTL for my team at Brixham.  The teams consist of 11 Police Constables or as we know them - Neighbourhood Beat Managers (NBM) and each NBM has a dedicated beat area. The boundaries of each beat match the Torbay Council Ward Areas.

In addition to the Police Officers I currently have 24 Special Constables (Volunteer Police Officers) and 14 Police Community Support Officers (PCSO's) in Paignton & Brixham. Every PCSO is aligned to a NBM working the same beat area.

My Neighbourhood team and I work in partnership with a variety of other statutory and voluntary agencies, such as Torbay Council, Torbay Safer Communities (Crime and Disorder Reduction Partnership) and not least Neighbourhood Watch. Our overall aim is to strive to make Torbay an even safer place to live, work or to visit and to reduce the fear of crime and anti social behaviour across all our communities. You will see in the top left corner of this page a link to explain PACT (Partners and Communities Together). Here in Torbay, working with Torbay Councillors and Council Officers, we first established Community Partnerships in 2003, long before anyone else in Devon!.

As one of the founders of Torbay's Community Partnerships I am really proud of the fact that they are now so well established across every community in Torbay. I ensure that we have a Police representative on each Partnership and I also regularly attend these meetings in your community. The Community Partnerships play a vital part in determining our local Policing Priorities and members of the Community Partnerships work with us in building stronger, more cohesive and even safer neighbourhoods.

If you would like to help improve the specific area where you live within Torbay, to play a part in deciding the local policing priorities and to determine how local services by the police and other agencies are delivered I would encourage you to become a part of your local Community Partnership in Torbay. The Groundbreaking ceremony for the new Paignton Community Hub & Library.  The Paignton Neighbourhood Team will also be located here in Paignton town centre when completed in 2010.
