PC Lewis Barlow (Lou)

I am PC Lou Barlow. I have been a police officer since 1993, having spent a total of 10 years policing Newton Abbot, before taking on the role of Neighbourhood Beat Manager for Kingsteignton.

I like to be out and about meeting and talking to people, so if you see me please stop and talk. I also work alongside PCSOs Vanessa Pike and Glen Naldrett as well as a team of Special Constable, together we form the Neighbourhood Policing Team for Kingsteignton.

If anyone has any issues or problems they need to discuss please contact us. A local police surgery is held every month - the dates / times and location are published on this site.

Active Priorities

Our top priorities for your neighbourhood are as follows:

High Visibility Patrols - Kingsteignton

You Said: 17 Feb 2012

As a result of a local services survey one of the issues raised was lack of visible police patrols. To this end high visibility foot patrols will be carried out in the Kingsteignton Area, including Oakford Lawn, Clifford Park and The Fountain. In order to offer reassurance and reduce the fear of the crime.

So far we have:

March 2012

High Visual patrols have been completed on a regular basis visiting schools, shops and licensed premises.

Over the forthcoming months continual patrols will be carried out by the local neighbourhood policing team.

Oakford, The Fountain

You Said: 5 Feb 2012

There is on-going problems in the area regarding Anti-Social-Behaviour, littering, criminal damage and intimidation to members of the public from large groups of youths 

So far we have:

March 2012

Since January there has been a CCTV camera covering the Fountain to monitor Anti-Social Behaviour which has been highlighted as a problem. There have been only a couple of reported incidents within that time, we will continue to patrol and monitor the area.

Speeding

You Said: 22 Sep 2011

In our last 'Have Your Say' meeting it has been established that 'Speeding' has been identified as an issue for many residents in Kingsteignton. Exeter Road and Gestridge Road are two of the areas raised.

The Neighbourhood Team will patrol and use both (SID) speed indication device and the hand held speedace (speedgun) which can result in enforceable fixed penalty tickets and points on their drving licence.

During this month High Viz foot patrols have been carried in Exeter road and Gestridge Road which have been identified as hotspots of speeding in Kingsteignton.

Clifford Park - ASB

You Said: 22 Sep 2011

Clifford Park has been identified by the Kingsteignton residents as an area which needs attention for ASB,  excessive noise and litter.

We Did: 5 Feb 2012

DECEMBER 2011

Over the past month regular patrols have been carried out in Clifford Park and the surrounding area. Everything was in order on these occasions. There were no reports of asb in the park during this month.

Bikes with No lights

You Said: 23 Oct 2011

At a recent "Have Your Say" meeting, You Said, Many cyclist are riding their bikes with NO Lights on them, with the nights getting darker they are putting their selves in danger.

We Did: 23 Dec 2011

DECEMBER 2011

All cyclists will be stopped and given words of advice and parents of younger riders will be sent  letters, informing them their child has been seen riding with no lights. If  riders are seen again with NO lights they could be reported or receive a Fixed Penalty Notice. In the past month whilst out on foot patrol the vast majority of cyclists have taken heed of our advice over the past months and have lights fixed to their bikes. As far no letters have needed to be issued this month.

Golvers Hill

You Said: 5 Feb 2011

During December and January after several meetings and consultations the residents of Golvers Hill have stated that motorists are using the road as a cut through. There are clear signs stating `No Entry` access only.

We Did: 21 Sep 2011

This area is visited when possible but seems to be a never ending problem, a survey was conducted by the council, of all the residents, asking about having bollards across the road in the middle, but it seems this was rejected with most of the residents stating they are happy the way it is. There were no tickets issued during June.

Parking

You Said: 5 Feb 2011

During the December consultations you stated that there was a problem with parking outside St. Michael`s school, when picking up and dropping off the school children.

We Did: 21 Sep 2011

The civil enforcement officers have been informed and the NHT will monitor the area.

During June the area has been visited by the NHT but again when we are there, no problems. Unfortunately we cannot be there at all times due to other committments.

ASB/Cycling on pavements

You Said: 4 Jul 2010

In our last PACT meeting it was established that residents of Kingsteignton Town are being affected by anti-social behaviour, particularly around The Fountain and Parks. The problems mainly arise at the weekends and in the evenings, and patrols have been increased in these areas to tackle the issues. It was also raised that there has been an increase of cyclists using the pavements within the Town.

We Did: 5 Feb 2011

The fountain and most of the parks are no longer a problem, but passing patrols will be made to ensure the problem does not re surface.

We have not received any calls re cycling on the pavements. The NHT will continue to monitor.

Parking

You Said: 4 Jul 2010

Parking on junctions, double yellow lines and obstructing access of properties was a major issue bought up during the PACT meeting and brought to the attention of the council Street Wardens and our Neighbourhood Team to try and tackle the problem.

We Did: 5 Feb 2011

The civil enforcement officers will continue to monitor the area. Parking issues will be dealt with when reported to us.

Speeding

You Said: 4 Jul 2010

Speeding has been identified as an issue for many residents in Kingsteignton. Exeter Road and Longford Lane were two areas raised.

We Did: 5 Feb 2011

The roads mentioned have been monitored with no problems identified. The local council have been informed and together with the police will monitor.

About Your Neighbourhood

Kingsteignton is a town with a population around 15,000. It has a mixture of large estates surrounding an old town centre, a variety of local facilities and businesses, and is served by a secondary school and two primary schools.

Although Kingsteignton is not considered a tourist attraction, the tourism areas of Dawlish, Teignmouth and Torbay affect the town. It is ideally located for commuting to the cities of Exeter or Plymouth whilst only a few miles from the sea or moorland.

Kingsteignton is situated at the head of the Teign estuary; the town is the long established centre of the clay industry. A quirk of geology deposited fine quality ball clays on the eastern edge of the Bovey Basin some 30 - 40 million years ago. Their exploitation was boosted in 1791 when Josiah Wedgewood first purchased Kingsteignton clay. Over the past 200 years clay mining has brought continued employment and prosperity to the town.

In 1509 the Manor of Kingsteignton, which had been a crown demense until the 13th century, passed into the hands of the Clifford family who still hold the title of Lord of the Manor.

The Newton Abbot Racecourse is situated in the Kingsteignton Parish Area and apart from race days other events are held here on a regular basis.
